The primary responsibility of this position is to manage the System’s Emerging Manager Program, including sourcing new investment relationships, overseeing existing relationships, and representing TRS within the industry.

Education Requirements:

A bachelor’s degree in finance, accounting, economics or business administration is required.  CFA charter, or credible progress toward earning the CFA charter is preferred.

Experience:

Minimum of two years of investment experience is preferred.

Summary of Duties and Responsibilities:

Position will oversee all aspects of the System’s Emerging Manager Program, including networking, sourcing, diligence, and monitoring of relationships within the program.  Position will work closely with TRS senior leadership and asset class officers to ensure the continued successful implementation of the program.

Knowledge/Skills/Abilities:

This position requires a thorough understanding of the investment management industry in both the public and private sectors.   The incumbent must be able to work with senior investments staff, conduct thorough analysis and due diligence, and produce quantifiable recommendations supported by this research.  This incumbent must be able to function effectively in stressful situations and possess a high degree of skill in both oral and written communications.

Job Description

Purpose:

The primary responsibility of this position is to manage the System’s Emerging Manager Program, including sourcing new investment relationships, overseeing existing relationships, and representing TRS within the industry.

Nature and Scope:

This position requires a working knowledge of the investment management industry in both the public and private sectors.  The incumbent must be able to function effectively in stressful situations and possess a high degree of skill in both oral and written communications.  

The incumbent must be able to work with senior Investments staff, conduct thorough analysis and due diligence, and produce quantifiable recommendations supported by this research. 

The greatest challenge of this position is twofold:  (1) assist TRS senior staff with anticipating long-term trends and investment opportunities across all asset classes; and (2) perform the essential analytical tasks to produce retrospective conclusions and reports that document the current market trends and performance of managers and investments.

Principal Accountabilities:

  1. Oversee all aspects of the Systems’ Emerging Manager Program, including networking, sourcing, diligence, and monitoring of relationships.  Work with TRS senior leadership and asset class officers/analysts to analyze potential investments and monitor existing relationships.
  2. Research the investment performance and portfolio characteristics of existing and prospective investment management relationships and asset class structures.  Lead the new and ongoing due diligence related to manager relationships within the Program.
  3. Evaluate the qualifications of prospective investment management relationships in accordance with investment policy, asset allocation directives and mix, diversification strategies and guidelines controlling risk/return characteristics established by TRS.
  4. Prepare statistical and narrative reports regarding the investment portfolios of TRS, market factors, and investment industry practices.
  5. Research investment approaches, asset mixes, and portfolio management techniques to provide for potential incremental return to TRS’s individual assets and the total fund portfolio.
  6. Represent the System within the investment industry, with a specific focus on the universe of new and emerging firms.  Also represent the System, as needed, within the legislative community.
  7. Prepare all documentation related to the Program, including internal analysis and legislatively required reporting.
  8. Manage and ensure compliance of the Program within the directives of the Board of Trustees.
  9. Pursue continuing educational opportunities as available.
  10. Perform other duties as assigned or required.
