The primary responsibility of this position is to assist the Technical Systems Manager and the Senior Network Engineer with the ongoing enhancement, maintenance and support of all components related to the TRS Network environment. The Network Engineer assists with the planning, configuration, implementation, documentation, and monitoring of all technical systems used at TRS.

Education Requirements:

A Bachelor’s degree in Computer Science or equivalent experience is required.

Experience:

A minimum of one year of technical network and data communications experience is required. 

Summary of Duties and Responsibilities:

This position implements, tests, documents and maintains the hardware, software and network functions as directed. This includes providing assistance and technical support for the phone system, virtual desktop infrastructure, client/server infrastructure, data communications backbone, physical and virtual servers and mobile computing. In addition, this position provides in-depth technical assistance and guidance to the internal and external support staff in an agile environment. This position requires participation in after-hour maintenance windows.

Knowledge/Skills/Abilities:

Requires thorough knowledge of the functions of various hardware/software solutions running primarily on a Microsoft Windows Server operating system, in a diverse network environment including, vSphere, Hyper-V, VDI, Linux, web, VOIP phone system, Wide Area Network, and mobile computing. Also requires intermediate knowledge of industry best practices regarding security. The incumbent must possess strong communication, analytical and problem-solving skills in order to troubleshoot in a complex, multi-vendor hardware, software and data communications environment and have the ability to look at complicated technical systems to find flaws or room for improvement.

Job Description

Purpose:

Under the supervision of the Technical Systems Manager, the Network Engineer designs, recommends, documents and monitors the network server, web, phone and data communications hardware/software.  In addition, the Network Engineer assists the Senior Network Engineer in the planning, configuration, implementation and monitoring of all aspects of TRS systems and security.  This includes acting as a project leader to research, evaluate and recommend appropriate network, security, web, phone hardware/software solutions and improvements.  This position also provides advanced technical training and support to the Information Technology staff.

Nature and Scope:

The incumbent must possess a thorough knowledge of the functions of various hardware/software solutions running on a Microsoft Windows Server operating system, in a diverse network environment including, web, VOIP phone system, Wide Area Network, and mobile computing.  The incumbent monitors, evaluates and troubleshoots the network servers, network components and data communications in order to make current and future recommendations.  The incumbent must have an intermediate knowledge of industry best practices regarding security.  A fundamental understanding of security for web, network, VPN, Intrusion Detection, Firewall, Adware, Spyware, and antivirus solutions is required.

A high degree of initiative and resourcefulness in the development and completion of work projects is essential.  The incumbent must display proficient problem-solving skills in order to troubleshoot in a complex, multi-vendor hardware, software and data communications environment.  The incumbent must be able to maintain good working relationships and assume a leadership role in order to provide guidance, assistance and training to the Information Technology staff.  The incumbent must also have the ability to communicate effectively both verbally and in writing.  The incumbent must have working knowledge of Agile principles and Scrum method.

The greatest challenge of this position is to maintain a proficient knowledge of computer hardware/software technology and specifically apply that knowledge in the TRS computing environment.  This challenge must be met while functioning as a high-level troubleshooter in the implementation of Information Technology initiatives and projects.  The incumbent must also have the ability to conceptualize plans and solutions and interpret complex technology.

Principal Accountabilities:

  1. Provide advanced technical support of the TRS Network phone, web servers and the Cisco WAN Data Communications network.
  2. Monitor, train and provide technical support and direction to the Network Administrators.
  3. Monitor and log system performance and capacity limitations; make recommendations on how to achieve optimum utilization of network hardware/software and data communications resources, and assist in network performance tuning; consult and recommend system network hardware/software upgrades as warranted with the Senior Network Engineer and the Technical Systems Manager.
  4. Provide advanced technical training on installation, configuration and usage of network software/hardware and data communications.
  5. Research, troubleshoot and document network server and data communications hardware/software problems.  Recommend and provide problem resolution.
  6. Prepare formal technical documentation of agency use of computer system network hardware/software and data communications.
  7. Serve as project leader as required to research, evaluate and recommend appropriate network hardware/software solutions.
  8. Serve on cross-functional Agile teams as a team member, Scrum Master or Product Owner, as assigned.
  9. Assist with the design and implementation of a comprehensive solution to minimize risk and manage all aspects of security.
  10. Assist with the implementation and ongoing support of the TRS phone system and SANS Disc Storage Subsystem.
  11. Assist with the planning and implementation of the TRS disaster recovery plan.  This includes participating in the annual disaster recovery test.
  12. Ensure adequate security and technology policies are enacted.
  13. Provide after-hour and weekend technical support to ensure network servers, web, phone, remote communications and data communications are operational and at maximum performance. 
  14. Perform other duties as required or assigned.
