Under the direction of the Executive Director, the Director of Human Resources is responsible for the administration of the System’s human resource functions including classification, compensation, recruitment and selection, salary administration, benefit plans, insurance program administration for TRS employees, performance evaluation, policy development, and employee-related matters. This position provides advice and counsel to the Executive Director on staffing, organizational design, salary administration and employment-related issues.

Education:

Requires a bachelor’s degree. A master’s degree or education beyond the undergraduate level is preferred. 

Experience:

Requires a minimum of seven years’ work experience which should include five years of progressive responsibility in supervisory experience, administrative support in personnel administration, public administration, employee benefit administration or related areas.

Summary of Duties and Responsibilities:

This position will oversee the System’s Human Resources activities. The incumbent is responsible for the development, interpretation, and administration of personnel policies for TRS. The position coordinates all aspects of recruitment and selection to ensure adequate staffing to administer the retirement system. This position is responsible for assuring that all decisions which affect employees are consistent with applicable policies and statutes. In addition, this position is responsible for administering tuition reimbursement, maintaining agency wide job descriptions, personnel and salary records and supervising/assisting employee payroll, training, and timekeeping system.

The incumbent also serves as the EEO/AA Officer in all matters pertaining to required report filing requirements and investigating allegations of discrimination and/or sexual harassment. This position is responsible for assigning and reviewing subordinates’ work, preparing performance appraisals, effectively recommending and imposing disciplinary action and handling employee complaints. The position also supervises tracking and reporting compliance with state-mandated employee training and required filings.

Knowledge/Skills/Abilities:

This position requires knowledge of budgeting, management principles, excellent oral and written communication, and leadership ability as well as a thorough knowledge of rules, regulations and laws that apply to TRS. This position requires the incumbent to be organized, detail oriented and possess good judgment. In addition, this position must maintain effective working relationships with TRS staff and the general public. This individual must also maintain strict confidentiality.

Nature and Scope:

The greatest challenge of this position is to ensure that the development and implementation of goals established by the System are carried out in an efficient and professional manner. 

Principal Accountabilities:

  1. Maintain, interpret and administer TRS Personnel Policies and Procedures. Review and revise policies as needed and communicate changes to staff.
  2. Manage the position classification system and compensation process.
  3. Supervise the TRS payroll function to assure accuracy, compliance and adequate documentation of all actions that impact the System’s employee payroll.
  4. Administer an effective recruiting program to gain access to qualified applicants for job openings.
  5. Design, update and administer an effective process for interviewing, selecting, hiring and promoting staff.
  6. Assist in identifying, evaluating and participating in training needs, organizational planning and staff development.
  7. Administer the insurance and employment benefit program for TRS employees.
  8. Ensure compliance with applicable laws, rules and regulations affecting employees of the System.
  9. Serve as the System’s EEO/AA Officer. Supervise the collection and completion of information for EEO reports and the Affirmative Action Plan and investigate allegations of discrimination and/or sexual harassment.
  10. Maintain personnel records and documentation required for analysis, decision-making, compliance and audit.
  11. Plan and budget for the immediate and long-term needs of the Office of Human Resources including resource needs, new technology and organizational design.
  12. Provide for the development of staff and engage in succession planning to assure the stability of the System and continuity of services.
  13. Maintain knowledge of industry trends and employment-related legislation. Interact with pension funds and other organizations for exchange of information and best practices.
  14. Provide support to supervisors on work-related employee issues including disciplinary action.
  15. Assist the Board of Trustees on matters affecting personnel decisions for which they are responsible.
  16. Perform other duties as required or assigned.
