Position Overview:
The Employer Services Manager develops and administers a comprehensive employer audit program governing current service reporting. This position supervises employer training, field audits, and audits of member contracts, sick leave reports, supplementary reports and employer fiscal-year reporting to determine employer compliance with statutory provisions and administrative rules. All audits are conducted in accordance with organizational policies and sound audit practices in order to review compliance for TRS reporting and to detect and correct errors. The incumbent also plans, coordinates and conducts employer training seminars while serving as business expert for the employer reporting section of the pension administration system.
Key Responsibilities:
- Responsible for the audit program for school districts and other covered employers.
- Responsible for tracking and analyzing employer pay-period reporting metrics within the pension administration system. Additionally, responsible for making appropriate changes to reporting error parameters and employer training as needed.
- Develop and maintain departmental audit policies and procedures in accordance with statutory provisions and administrative rules.
- Responsible for the planning, coordination and administration of employer field audits.
- Responsible for the administration of in-office audits of employer pay-period reporting and annual roll-up certifications, supplementary reports, adjustments to earnings and sick leave reports.
- Responsible for the review of supplementary reports, sick leave reports, annual reports and multiple employer research.
- Responsible for the review the audits of member contracts and settlement agreements.
- Responsible for the review of adjustments to earnings requested from employers.
- Develop and maintain the content and scheduling of employer training and employer seminars.
- Supervise and review the employer services staff in the performance of employer training and employer seminars in accordance with the employer training manual. May also conduct employer presentations or training.
- Respond to phone inquiries and correspondence regarding employer issues. Assist other departments in answering inquiries and resolving employer-related issues.
- Responsible for the preparation of the Employer Services Department status report and quarterly board report.
- Assist with data collection and analysis for Freedom of Information Act (FOIA) requests.
- Responsible for maintaining and updating the Employer Guide. Oversee the content development of Employer Bulletins.
- Review existing department correspondence and develop new correspondence when necessary.
- Perform other duties as assigned.
Minimum Requirements:
- Bachelor’s degree in accounting, finance, math, statistics or business administration.
- Four (4) years of progressively responsible administrative experience in the public or private business sector, OR nine (9) years of experience in lieu of a degree.
- Four (4) or more years of experience in a management or leadership role.
- Requires effective, professional communication, both verbally and in writing.
Preferred Qualifications:
- Extensive knowledge and experience working in a public pension system.
- Ability to develop and maintain effective working relationships with various stakeholders, government agencies and educational institutions.
- Preferred experience hosting and presenting training and informational employer seminars.
- Four (4) years of experience drafting, reviewing, and implementing policies and procedures.
